Paul Ryan Retreats on Tryancare and Moves the Goal Posts
Success keeps getting defined down. First he expressed full confidence that it would pass the Senate within a month.
There could be no changes to Tryancare. Then earlier tonight we heard that the goal was now simply to pass a bill through the House-that won’t pass the Senate.
“With the GOP bill facing opposition from House conservatives, and a dismal Congressional Budget Office score stirring opposition from moderates and the Senate, Republicans seem to be scaling back the goals for their Obamacare repeal-and-replace.”
“Instead of actually overhauling the Affordable Care Act, Republicans may now just be trying to pass a bill in the House ― with the recognition that the Senate will never agree to a House-passed plan and that rowdy House conservatives may never accept a Senate bill.”
“The focus of House leadership has been more about getting a bill out of the House that is unchanged and in keeping with the Better Way plan, instead of truly seeing to potential roadblocks that exist in the House and Senate,” one GOP House member told The Huffington Post on Tuesday.”
“The lawmaker predicted that Speaker Paul Ryan (R-Wis.) and the White House would move the bill further to the right in an effort to get reluctant conservatives onboard. Such a move would open up the measure to more moderate objections, with centrist Republicans already expressing discomfort over projections that 24 million people would lose health insurance and provisions that phase out the Medicaid expansion. Still, conservatives have made it clear they won’t support the bill as is, so giving in to demands from the House Freedom Caucus may be the only way forward.”
Now the goal to pass a bill that won’t pass the Senate requires changing the bill that he had said could not be changed.
For years, the GOP panned Obama and the Dems for ‘ram through.’ But they apparently learned little as their own ram through here has been a disaster. In truth Obamacare took 14 months to pass not the six weeks Ryan came in claiming this would take.
“House Speaker Paul D. Ryan said Wednesday that his health care proposal must change to pass the House, marking a significant retreat from his earlier position that the carefully crafted legislation would fail if altered.”
“The shift came after a private meeting of House Republicans from which Ryan (R-Wis.) emerged to tell reporters that his proposal to revise the Affordable Care Act would “incorporate feedback” from the rank-and-file. Ryan attributed the change of strategy to the impact of an analysis issued Monday by the Congressional Budget Office. Among other details that prompted a fresh round of criticism of the proposal was a projection that 14 million fewer Americans would be insured after one year under the Republican plan.”
“Ryan backed away on Wednesday from his previous rhetoric of calling the measure’s fate a “binary choice” for Republican lawmakers.”
“Now that we have our score … we can make some necessary improvements and refinements to the bill,” he said, referring to the CBO’s estimate of the impact on the number of those covered by health insurance and what the GOP proposal would cost.
“Ryan did not detail what changes are under consideration.”
So much for ‘The binary choice.’
Did John Boehner not call it? Republicans can never agree with other Republicans about healthcare.
At this point we have a wonderful catch 22: the only way to get a bill which passes the House is to pass one which won’t pass the Senate.
Meanwhile, Trump was at his photo-op in Michigan and didn’t mention Tryancare once.
