Paul Ryan Would Have Been Better Off if Hillary Had Won
This has long been my suspicion. Why? Because the dog is better off never catching the car. He caught it thanks to Putin and Comey and now everyone knows he has no idea what to do with the car.
Despite Ryan’s happy talk, the GOP is no where near coming to any agreement on Obamacare repeal.
“Frustration mounts, careers jeopardized over Obamacare failure.”
“House Republicans are no closer to passing legislation to repeal the Democratic health care law.”
“Tempers are flaring at the White House over House Republicans’ failure to repeal Obamacare. But that hasn’t changed the reality on the ground: As Congress skips town for a two-week recess, Speaker Paul Ryan and his team are no closer to approving legislation.”
“In fact, some Ryan allies worry that the White House involvement has only set GOP leaders back further.”
It’s the Rick Wilson rule: everything Trump’s hand touches, dies.
“Vice President Mike Pence this week floated concessions designed to assuage conservatives, raising expectations among far-right lawmakers that the changes would be adopted. But senior House Republicans say the suggestions would undermine protections for people with pre-existing conditions — and probably cause more moderates to drop off as supporters of the legislation than draw additional conservatives in support.”
“White House officials are nevertheless bearing down on Ryan to move a bill soon, even suggesting during a Wednesday evening meeting that he keep lawmakers in town until a deal is struck. GOP leaders, however, say the legislation isn’t ready and lawmakers need to cool down before they try again to pass again.”
Trump, of course, is as clueless about the legislative process as he is about every other aspect of governance. Trump’s pushing will only make things worse.
On the other hand. he has Ryan by the short hairs in the sense that Ryan is now the most unpopular politician in the country and the Trump base blames Ryan for the failure of Tryancare not Trump.
We hear this worried talk about the legislative filibuster being next.
But as Greg Sargent has argued-others have too, like Nate Silver-in the long term getting rid of the filibuster hurts Republicans more than Democrats. After all, Tryancare didn’t fail because of the Democrats. Heck it didn’t even fail because of the GOP Senate-which it would have had it ever left committee in the House.
That’s the problem: the House GOP couldn’t even get it to the floor. So nuking the legislative filibuster won’t save the GOP. To the contrary, once the Dems take the WH and Senate again, we can finally get something done.
And the same problem they have with healthcare they are also having with tax reform. Key takeaway: the GOP is incapable of governing.
Had Hillary won, it would have given Ryan the best of all worlds. He might have even done some deals with her-there could have been some compromises in the MW and healthcare. Perhaps Ryan would have offered a lower MW than HRC wanted but a larger EITC, for instance.
I think it’s possible Ryan would have reasoned that with the GOP at that point losing five of seven Presidential elections. maybe it’s time to be a little more cooperative. He’d do this with an eye to 2020.
Of course, his House membership would investigate everything Hillary does, to maybe whether she’s really sick and that darn Christmas list again-they spent 140 hours on this when Bill was President.
She’d be a great foil. Meanwhile, the GOP would probably have broken into a Ryan wing, a Trump wing, and a Freedom Caucus wing.
But Ryan, the reasonable guy and the policy wonk would not be debunked. He might even be viable in 2020.
But by catching the car even the Beltway which had elevated Ryan for years can’t deny his failure.
All of a sudden, everyone realizes Ryan has passed three bills in 18 years-and they weren’t big bills.
